Eno's synth textures on Low, including this track, were built using an EMS Synthi AKS and various ARP synths run through unconventional processing, a well-documented part of the Bowie/Eno Berlin trilogy sessions. The instrumental synth backing is as much the hook as Bowie's vocal, which does not enter until well into the track. Treat it as an unstable, processed texture rather than a clean melodic line.
