The instantly hummable riff is a fast sequenced arpeggio, generally sourced to a Roland Juno-60 doubled with a DX7 for bite, driven by a hardware sequencer so the sixteenth notes sit dead even. Keep the amp envelope short and the filter snappy; the magic is in the sequencer's timing as much as the patch. Confirmed in Roland's own retrospective feature on the track.
