The hook is Anthony Gonzalez singing the melody, pitch-shifted and heavily distorted, layered with an MS-20-style synth. On this engine: a detuned saw/square pair through a resonant bandpass around 1.8 kHz to fake the vocal formant, heavy post drive and distortion for the re-amped edge, chorus and stereo delay to match the record's wide, saturated texture.
